Tuners go in from the back of the headstock. The washer sits over the top on the face side, and the bushing threads down to hold the washer and tuner in place.
On a 3 plus 3 headstock, separate the tuners into left-hand and right-hand sets before you start. Make sure each tuner’s screw tab points down toward the body. If finish has run into the peg holes, clear it out first.
Hand-tighten everything, then flip the guitar over, line the tuners up against each other with a steel rule so they sit square, and mark the screw holes.
